【摘要】:Thispracticeestablishesasinglepersoncoldwatersurvival/rescueprocedure.Allpersonswhoareidentifiedaswaterrescuersshallmeettherequirementsofthispractice.Thispracticeisintendedtoassistgovernmentagencies,state,local,orregionalorganizations;firedepartments;andrescueteamsandotherswhoareresponsibleforestablishingaminimumperformanceforpersonnelwhorespondtowateremergencies.Arescuerneedstobewearingapersonalflotationdevicetoperformthistechnique.Thesedevicesshouldconformtostandardssetbytheappropriatenationalregulatoryauthority,thatis,theU.S.CoastGuardintheUnitedStates,andbeingoodandserviceablecondition.Awaterrescuersometimesmaybeimmersedincoldwaterforprolongedperiodsoftime.Theyareunabletogettoshoreorshoreistoofaraway,rescueisnotimminent,noboatisavailabletogetintoorontopof,andnoflotsamisavailable.Thewaterrescuerneedstoassumeadefensiveposturetoconserveheatandincreasesurvivaltime.1.1Thispracticecoverstherecommendedwaterrescueprocedureforperformingtheheatescapelesseningposture(HELP)position.1.2Thispracticeisoneinasetofself-rescuetechniquesforthewaterrescuer.Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
